Newark Police’s Consent Decree: A Solid Foundation for a Work in Progress

On November 19, 2025, Judge Madeline Cox Arleo of United States District Court for the District of New Jersey terminated a nine-year Consent Decree entered into between the City of Newark and the Department of Justice. The Consent Decree was  established in 2016 to address findings of unconstitutional and racist policing by the Newark Police Division.

We now live in two New Jerseys that are even further apart.

Reaching Higher: Expanding Access to College Education in New Jersey

New Jersey must decide whether its future in higher education will be swept up in the national attack on affordability and diversity, or whether it will forge its own path toward a prosperous and inclusive higher education system for all its residents. Will it fold to the ever-changing and chaotic whims of the current national political dynamics, or will it make a long-term commitment to position itself as a leader in quality, accessible higher education—ensuring a well-educated workforce that truly represents the state and can drive economic growth?

The Two New Jerseys: The Deepening Divide

When the Institute released Making the Two New Jerseys One,¹ we described New Jersey as a modern-day version of Dr. Martin Luther King Jr.’s “Two Americas.”

Since that last analysis, New Jersey’s approximately $300,000 racial wealth gap has doubled.
